Zoning
Administration
Zoning in Loudoun County
The Loudoun County Zoning Ordinance is administered and
enforced by the Zoning Administrator. The Zoning Ordinance is
available online:
The Zoning Administrator
also makes sure that the decisions of the Board of Zoning
Appeals are complied with. The Zoning Administration Division of the Department of
Building and Development also provides the principal administrative
support on appeal applications for the Board of Zoning
Appeals.
Zoning Enforcement
The Zoning Administration Division investigates alleged
violations of Loudoun County's Zoning Ordinance through its
Enforcement Section. In order for staff to respond to alleged
violations, a completed complaint form must be on file. The
form is available online for you to print.
Once the form is completed, it can be mailed
to: Loudoun County Department of Building and Development, 1
Harrison Street S.E., 3rd Floor, Leesburg, VA 20177, Attn:
Zoning Enforcement Supervisor. (Note: The
name of the complaining party is not released to the alleged
violator. However, if a violation is detected and staff is not
successful in attempts to resolve the situation, a complainant
may be called upon to testify in any necessary court action
taken against the violator.)

Residential Occupancy
Ordinances Brochure
The Loudoun County Zoning Enforcement staff has prepared
an informational brochure about the county's residential
occupancy ordinances and the standards for residential
units. The brochure is available online in English and
Spanish and requires Adobe Acrobat Reader, which be
downloaded for free.
The duties of the Board of Zoning Appeals (BZA) include hearing and deciding:

appeals of administrative decisions made pursuant to the
Zoning Ordinance;
-
applications for variances as authorized by the
Zoning Ordinance;
-
appeals from the decisions of the Zoning Administrator
regarding interpretation of the zoning map where there is
uncertainty as to the location of a zoning district
boundary; and
-
applications for special exceptions when
buildings/structures have inadvertently encroached into a
setback.
